Анотація
Метою цього дослідження було оцінити вплив індикаторів публічної доброчесності, які відображають ключові аспекти внутрішнього антикорупційного комплаєнсу, на рівень корупції в європейських країнах. Для виявлення статистично значущих взаємозв’язків між обраними індикаторами публічної доброчесності та сприйняттям корупції було застосовано методи регресійного аналізу та дисперсійного аналізу (ANOVA). Вибірка охоплювала 38 країн Європи та держав, асоційованих із європейським простором публічного врядування. Джерелами даних стали база даних OECD Public Integrity Indicators (PII) (2026) і Corruption Perceptions Index (CPI) міжнародної організації Transparency International (2026). Крім того, було оцінено вплив окремих макроекономічних і фінансових показників на CPI із використанням даних Світового банку «Показники світового розвитку» (2026).
Результати показали, що в групі «Операційна діяльність та результати» найбільш статистично значущий вплив мав індикатор «Достатність структур впровадження та звітності» (β = −0,3135). У групі «Прозорість та публічна комунікація» статистично значущий вплив виявлено для індикаторів «Інклюзивність і прозорість міжінституційних та публічних консультацій» (β = −0,2530) і «Прозорість лобістської діяльності та запобігання неправомірному впливу» (β = 0,2923). У групі «Нормативне забезпечення» найсильніший вплив продемонстрував індикатор «Дисциплінарна система для державних службовців» (β = 0,4735). Додатковий аналіз показав, що ВВП на душу населення мав статистично значущий позитивний вплив на CPI (β = 0,7257; p < 0,001), водночас зростання ВВП, інфляція та державні витрати не продемонстрували статистично значущого окремого впливу.
Отримані результати свідчать, що формальні нормативно-правові вимоги без належного інституційного забезпечення їх реалізації не забезпечують очікуваного антикорупційного ефекту. Отже, ефективна протидія корупції потребує переходу від удосконалення законодавчих положень до посилення дієвих механізмів внутрішнього контролю та розвитку відкритого діалогу з громадськістю. Результати дослідження можуть бути використані для підвищення ефективності державних антикорупційних програм шляхом урахування виявлених інституційних чинників, що сприяють зниженню рівня корупції.
