ФІНАНСОВО-ЕКОНОМІЧНИЙ МЕХАНІЗМ ПУБЛІЧНОГО АДМІНІСТРУВАННЯ В УМОВАХ ЦИФРОВОЇ ТРАНСФОРМАЦІЇ ДЕРЖАВНИХ ПОСЛУГ

Анотація

Статтю присвячено обґрунтуванню фінансово-економічного механізму публічного адміністрування, спроможного пов’язати бюджетні ресурси з фактичною результативністю цифрової трансформації державних послуг. Актуальність дослідження визначається тим, що збільшення видатків на загальні державні послуги саме собою не гарантує доступності, прозорості, інтероперабельності й зручності електронної взаємодії громадян і підприємств із державними органами влади. Метою дослідження є формування та апробація комбінованого методичного підходу до оцінювання фінансово-цифрової результативності публічного адміністрування. Інформаційну основу становлять дані Eurostat щодо видатків сектора загального державного управління за 2023 р. і результати eGovernment Benchmark 2026, отримані під час оцінювання державних послуг 2025 р. Вибірка охоплює 12 країн Європейського Союзу, а саме Австрію, Болгарію, Хорватію, Чехію, Естонію, Угорщину, Латвію, Литву, Польщу, Румунію, Словаччину та Словенію. Запропонована методологія поєднує аналіз ієрархій Сааті, ентропійне визначення об’єктивних ваг, метод TOPSIS, орієнтовану на входи модель DEA-BCC, синергетичне агрегування результатів, стандартизовану регресійну перевірку та сценарне моделювання. Сформовано систему з 8 критеріїв, яка охоплює фіскальну ресурсомісткість, адміністративні та боргові видатки, рівень цифровізації послуг, прозорість, інтероперабельність, підтримку користувачів і базову якість державних порталів. Найбільші гібридні ваги отримали базова якість порталів, прозорість та інтероперабельність. За синергетичним індексом найвищі позиції посіли Естонія, Австрія та Литва, а найнижчі результати отримали Угорщина й Румунія. Регресійна перевірка показала визначальне статистичне значення інтероперабельності для загальної оцінки державних послуг. Цільовий сценарій перерозподілу ресурсів і підвищення цифрової зрілості збільшує інтегральний результат, а стресовий сценарій знижує його. Практичне значення результатів полягає у формуванні інструментарію для програмно-цільового бюджетування, фінансування за результатом, управління повною вартістю державної послуги та визначення пріоритетів інвестицій у спільну цифрову інфраструктуру.
