ФІНАНСУВАННЯ ОСВІТНІХ ІННОВАЦІЙ ЯК ФАКТОР ПІДВИЩЕННЯ КОНКУРЕНТОСПРОМОЖНОСТІ ЗАКЛАДІВ ВИЩОЇ ОСВІТИ КРАЇН ЄС У КОНТЕКСТІ ЕКОНОМІКИ ЗНАНЬ

Анотація
Статтю присвячено обґрунтуванню та емпіричній перевірці фінансування освітніх інновацій як чинника конкурентоспроможності закладів вищої освіти в умовах економіки знань. Актуальність дослідження визначається тим, що збільшення фінансових ресурсів саме собою не гарантує посилення міжнародної, дослідницької та партнерської позиції закладу, оскільки результат залежить від структури фінансування й ефективності перетворення ресурсів на проєкти, мобільність, міжнародне залучення та підготовку дослідників. Метою дослідження є розробка комплексного підходу до оцінювання взаємозв’язку між фінансуванням освітніх інновацій і конкурентоспроможністю закладів вищої освіти. Інформаційну основу сформовано за даними European Tertiary Education Register за 2018 р. для 82 університетів 8 європейських країн. Методика поєднує вінзоризацію й нормалізацію даних, метод аналізу ієрархій, ентропійне визначення ваг, інтегральне оцінювання, МЕР, DEA-модель зі змінним ефектом масштабу, робастну регресію, кластеризацію та сценарне моделювання. Сформовано індекс фінансування освітніх інновацій за інтенсивністю дослідницьких витрат, часткою стороннього фінансування, капітальними витратами та ресурсним забезпеченням у розрахунку на здобувача. Конкурентоспроможність оцінено за участю в проєктах рамкових програм Європейського Союзу, партнерствами з підприємствами, вхідною мобільністю Erasmus, часткою іноземних здобувачів та інтенсивністю підготовки докторів філософії. Установлено сильний позитивний ранговий зв’язок між індексами фінансування й конкурентоспроможності. Робастна регресія пояснює 48,3% варіації підсумкового індексу, а найбільш стійкий позитивний ефект має ресурсне забезпечення на одного здобувача. Сценарій дослідницького, зовнішнього й інфраструктурного фінансування підвищує прогнозне середнє значення конкурентоспроможності на 7,23%, що перевищує результат одноканальних сценаріїв. Практичне значення полягає в можливості застосування підходу для бюджетування інноваційних портфелів, порівняння закладів і визначення резервів конверсії фінансових ресурсів у конкурентні переваги.
