Анотація
Метою дослідження є розробка методичного підходу до інтегрального оцінювання фінансового забезпечення розвитку муніципальної освіти та його емпірична апробація на матеріалах територіальних громад Тернопільської області. Актуальність дослідження зумовлена необхідністю формування об'єктивного інструментарію оцінювання фінансового забезпечення муніципальної освіти, який дозволяє комплексно враховувати фінансову спроможність територіальних громад, рівень міжбюджетної підтримки та ресурсне забезпечення різних рівнів освіти.
Інформаційною базою дослідження стали офіційні статистичні й фінансові дані щодо діяльності 55 територіальних громад Тернопільської області за 2024 рік. Інтегральний індекс сформовано на основі восьми показників, згрупованих у три блоки: фінансова спроможність територіальних громад, міжбюджетна підтримка освітньої галузі та питомі видатки на різні рівні освіти.
У статті підтверджено відсутність критичної мультиколінеарності між сформованими показниками та обґрунтовано їх придатність для побудови інтегрального індексу. Проведене інтегральне оцінювання засвідчило значну диференціацію територіальних громад за рівнем фінансового забезпечення розвитку муніципальної освіти. Установлено, що найбільш високі позиції посідають громади, які поєднують високий рівень власної фінансової спроможності, значні надходження податку на доходи фізичних осіб, ефективне використання освітньої субвенції та достатній рівень фінансування освітніх послуг у розрахунку на одного здобувача освіти. Обґрунтовано доцільність використання питомих показників, що забезпечує коректне міжмуніципальне порівняння незалежно від масштабів територіальної громади.
Практичне значення отриманих результатів полягає в можливості використання інтегрального індексу для моніторингу фінансового забезпечення муніципальної освіти, оцінювання міжмуніципальних диспропорцій, ранжування територіальних громад, проведення їх подальшої кластеризації та обґрунтування управлінських рішень щодо вдосконалення фінансової політики в царині освіти.
