ІНСТИТУЦІЙНЕ ПРОЄКТУВАННЯ ІНВЕСТИЦІЙНОЇ БЕЗПЕКИ В УМОВАХ ГЛОБАЛЬНОЇ НЕСТАБІЛЬНОСТІ

Анотація
Метою дослідження є розробка комплексної системи адаптивних систем інвестиційної безпеки, які можуть підтримувати національну економічну стабільність і стійкість в умовах постійної глобальної турбулентності, геополітичної фрагментації та технологічних збоїв.
Уперше інвестиційна безпека переосмислюється як системна та адаптивна здатність до проактивного саморегулювання, що дозволяє національним економікам підтримувати функціональну стабільність, безперервність та інвестиційну привабливість за умов серйозних і тривалих зовнішніх потрясінь. Цей підхід розширює класичне розуміння інвестиційної безпеки, включаючи принципи управління, орієнтовані на стійкість та адаптивність. Дослідження далі розвиває розуміння інституційного середовища як двошарової конструкції, що поєднує формальні правила, такі як законодавство, механізми скринінгу інвестицій та арбітражні рамки, з неформальними обмеженнями, включаючи бізнес-норми, репутаційний капітал і мережі, засновані на довірі. Їхня синергетична взаємодія знижує транзакційні витрати, пов'язані з інформаційною асиметрією, забезпеченням прав власності та дотриманням нормативних вимог, утворюючи «інституційну гавань», яка стабілізує інвестиційні потоки під час кризових періодів.
Автори пропонують удосконалений адаптивний інституційний дизайн, який інтегрує передові цифрові та аналітичні інструменти, включаючи децентралізовану перевірку активів на основі блокчейну, смарт-контракти як самовиконувані правові норми та системи цифрової ідентифікації для динамічного профілювання інвесторів. Новизна цього підходу полягає у вбудовуванні сценарного стрес-тестування та алгоритмічних регуляторних механізмів в інституційне управління, що підвищуює системну стійкість, прозорість і довіру інвесторів до екзогенних потрясінь.
Розроблено мережеву модель корпоративної безпеки, яка демонструє, як можна керувати структурованими потоками вхідної та вихідної інформації для запобігання системним перевантаженням і підтримки безперервності операційної діяльності. Дослідження обґрунтовує ефективність стратегій багаторівневого управління, таких як поліцентричне ухвалення рішень, асиметричний розподіл відповідальності та багатостороння інституційна взаємодія, у підвищенні інституційної гнучкості та чуйності. Доведено, що основа майбутньої інвестиційної безпеки лежить у переході до адаптивного регулювання, яке поєднує технологічну прозорість із високою правовою пластичністю, формуючи основу «інституційного імунітету» проти глобальної нестабільності.
