Анотація
Мета дослідження полягає в комплексному вивченні фінансових механізмів підтримки та розвитку туристично-рекреаційної галузі в територіальних громадах України в умовах воєнного часу, оцінці їхньої ефективності та розробці практичних рекомендацій щодо вдосконалення фінансового забезпечення галузі. У процесі дослідження здійснено аналіз поточного стану туристично-рекреаційної галузі, ідентифіковано ключові проблеми та бар’єри фінансування, а також проведено оцінку діючих механізмів – бюджетного фінансування, міжнародної допомоги, державно-приватного партнерства та грантової підтримки. На основі вивчення найкращих практик визначено можливості для активізації залучення фінансових ресурсів на місцевому рівні. Наукова новизна роботи полягає в систематизації та класифікації фінансових механізмів розвитку туристично-рекреаційної галузі з урахуванням впливу воєнного чинника, а також у пропозиції інтеграції інноваційних фінансових інструментів (цільових фондів відновлення, соціального інвестування, краудфандингових платформ) у стратегії розвитку громад з урахуванням принципів сталого розвитку. Практична цінність статті полягає в можливості використання її висновків органами влади, бізнесом і громадськими організаціями як інструмента для формування ефективної фінансової політики, спрямованої на відновлення туристично-рекреаційної інфраструктури, забезпечення економічної стабільності та підвищення конкурентоспроможності територіальних громад України в умовах воєнних викликів і повоєнної відбудови.
