ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНИЙ МЕХАНІЗМ ІНКЛЮЗИВНОГО РОЗВИТКУ ІТ-ІНДУСТРІЇ В УКРАЇНІ

Анотація

У статті розкрито теоретико-методологічні засади формування організаційно-економічного механізму інклюзивного розвитку ІТ-індустрії в Україні. Визначено сутність досліджуваного механізму як сукупності методів, інструментів і структур, що реалізуються на основі принципів доступності, соціальної справедливості, партнерства, системності, інноваційності, ефективності, адаптивності та прозорості з метою забезпечення рівного доступу різних соціальних груп до можливостей цифрової економіки.
Обґрунтовано структурні компоненти механізму, зокрема виокремлено його підсистеми: нормативно-правове забезпечення, інституційне середовище, освітня та кадрова політика, фінансово-економічні інструменти, соціальна політика й корпоративна відповідальність, технологічна інфраструктура, система моніторингу та міжнародне співробітництво.
Сформульовано наукові підходи до ідентифікації функцій механізму, серед яких: інтеграційна, регуляторна, ресурсно-забезпечувальна, інституційна, стимулювальна, соціалізаційна, моніторингова, адаптаційна та стратегічна. Це розширює функціональне трактування механізму, наближаючи його до концепції стійкого інклюзивного розвитку в ІТ-царині.
Визначено функціональні напрями реалізації механізму та надано практичні рекомендації щодо його впровадження. Зроблено висновок про доцільність подальших досліджень у напрямі вивчення міжнародного досвіду та розробки системи оцінювання ефективності механізму. Тема визнана актуальною, міждисциплінарною та перспективною для наукового розвитку.
