Анотація
Сьогоденні руйнівні наслідки зміни клімату, серед яких підвищення температури, тривалі посухи, танення льодовиків, підвищення рівня моря, катастрофічні повені, екстремальні погодні явища, виникнення надзвичайних ситуацій; скорочення біорізноманіття; зростання небезпеки лісових пожеж; зниження продуктивності земель; втрати врожаю; зниження екологічності сільгосппродуктів; деградація рибних ресурсів; зростання захворюваності й смертності; обмеження туризму; кліматична міграція; втрата майна й засобів до існування, зумовлюють необхідність пошуку шляхів убезпечення від них. Одним із важливих шляхів такого вбезпечення є кліматичні фінанси, покликані сприяти запобіганню, протидії, мітигації (пом’якшенню наслідків), адаптації до змін клімату, а також відновленню й трансформації, пов’язаних із цими процесами.
Метою дослідження є комплексний аналіз еволюції кліматичного фінансування у світі, регіонах і країнах різних типів.
Авторка представила ступінь висвітлення проблематики кліматичних фінансів в економічній літературі. Проаналізувала еволюцію обсягів і структури кліматичного фінансування у світі загалом і його середньорічні потоки, джерела, напрямами фінансування, територіальний розподіл, характер профінансованих заходів, використовувані інструменти. Виокремила чинники, що зумовлювали трансформацію кількісних і якісних показників кліматичного фінансування у світі, окремих регіонах і країнах різних типів. Навела аналіз динаміки ринку GSS+ загалом і «зелених» облігацій зокрема. Акцентувала на глобальних економічних умовах, що впливають на кліматичне фінансування. Це дозволило визначити проблематику глобального кліматичного фінансування, яка полягає в нерівномірності розподілу кліматичних фінансів по регіонах світу й країнах різних типів, непропорційності кліматичного фінансування до рівня вразливості окремих континентів і країн до змін клімату, неповноти та непорівнянності інформації щодо обсягів і структури кліматичного фінансування, що потребує подальших комплексних досліджень розвитку світового кліматичного фінансування з виявленням проблем, недоліків і нерозв’язаних питань у цій царині, у тому числі із забезпечення вірогідності та прозорості обліку, інформації й звітності про кліматичні фінанси.
