БАНКІВСЬКЕ ЗЕЛЕНЕ КРЕДИТУВАННЯ ЯК КЛЮЧОВИЙ ІНСТРУМЕНТ ЕКОЛОГІЧНОЇ МОДЕРНІЗАЦІЇ ЕКОНОМІКИ

Анотація

Екологічно стале фінансування виникає через зростаючу потребу в збереженні та забезпеченні стійкості економічних систем. Ставши концепцією, екологічно стале фінансування сприяє переходові до більш відповідального й сталого економічного зростання. З огляду на це, екологічне стале фінансування та зелене кредитування тісно взаємопов’язані, тому що обидва підходи спрямовані на підтримку сталого розвитку й скорочення негативного впливу на навколишнє середовище. Зелений кредит є ефективним інструментом фінансової підтримки проєктів, спрямованих на зниження екологічного впливу та розвиток стійкої економіки.
У статті з’ясовуються теоретичні та прикладні основи розвитку зелених кредитів, а також перспективи впровадження ефективних кредитних інструментів у царині розвитку зеленої економіки в Україні. Досліджено термін «зелений кредит» і запропоновано авторське визначення цього поняття. Детально розглянуто концепцію зеленого кредитування як важливого механізму реалізації екологічної модернізації економіки. Розглянуто світовий ринок зелених позик і зелені кредитні програми, за якими працюють банківські установи, та їхній вплив на економіку й навколишнє середовище. Досліджено пріоритети банківських установ у розвитку зеленого кредитування. Розглянуто перешкоди, пов’язані із запровадженням банківськими установами зелених кредитних інструментів, зокрема регуляторні, фінансові та організаційні бар’єри, включаючи оцінку ризиків, пов’язаних із новими технологіями та проєктами. Є також питання щодо окупності інвестицій та їхньої рентабельності. У контексті зеленого кредитування терміни окупності є короткостроковими й не збігаються з потенційними періодами окупності капітальних інвестицій загалом.
Вплив зеленого кредитування на фінансову стабільність банківської системи залежить від правильного управління ризиками та підбору проєктів. Недостатньо оцінені екологічні ризики можуть спричинити втрати, які негативно позначаться на платоспроможності банків.
Обґрунтовано пріоритетні напрями стимулювання зеленого кредитування в Україні, з яких важливими є створення сприятливого регуляторного середовища, розвиток партнерств між банками та бізнесом, а також популяризація екологічно відповідальних інвестицій серед громадськості.
Удосконалено підходи до класифікації зелених кредитів із виокремленням їх основних видів, таких як зелені споживчі кредити, зелені бізнес-кредити й кредити на зелені проєкти, що дозволило деталізувати їх цільове призначення, тривалість і специфіку фінансування.
